''Sie'' is formal
''sie'' isn't formal
if you speak with a friend about a girl you say: hast du sie gesehen ? with''sie'' you always mean another person (girl)
if you speak with somebody and you want to be formal you can say for example: haben Sie es gesehen ? with ''Sie'' you always speak about the person you talk with.
