it is a twisted form for:
dai, with the English meaning /come on/.
I would not say it is often used, even in Rome, now.
Usually we say /e dai!/ for instance if somebody
is taking too long in giving us an answer, or in having a task
accomplished:
Example:
-- E dai! Sono sicuro che se ci pensi bene lo sai.
