1. This is his hat. Das ist sein Hut. or Dies ist sein Hut. (seltener)
2. These are his hats. Das sind seine Hüte or Dies sind seine Hüte. (seltener)
3. That is his hat. Das ist sein Hut.or Dies ist sein Hut. (seltener)
4. Those are his hats. Das sind seine Hüte.or Dies sind seine Hüte. (seltener)
For all the sentences you can also use
Der Hut gehört ihm. /Die Hüte gehören ihm .. but it is more "belong to him"

3. That is his hat. Das ist ein Hut.or Dies ist ein Hut. (seltener)
4. Those are his hats. Das sind Hüte.or Dies sind Hüte. (seltener)
