What does it mean by "Increase fourfold"?
For example, the output of that factory increased fourfold compared to last year.
Does that mean:
1) The output is three times bigger than it was last year. i.e. four times as much as last year
or
2)The output is four times bigger than last year.

If the original number is 50 and that number increased fourfold, then fourfold means: 4 X original amount = 4 X 50 = 400% of the original amount = 400/100 X original amount = 200. Number 2) is correct and number 1) is not (never) correct.

"fourfold" means 4 times; how you interpret that could mean 1) or 2)! I'd say 2) is more correct.

the mean of that saying is not easy to understand clearly,
but i see it as this way: the output of this time has increased 4 times if you compare it with the last year.
