축하드리다 is an honorific form of 축하하다
축하드립니다 is an honorific form of 축하합니다
축하드려요 is an honorific form of 축하해요
축하합니다 is an honorific form of 축하해요
So, 축하드립니다 is more honorific than 축하해요
same rules apply to
감사드립니다 and 감사해요.
