What does "submitting to deportation" mean in this sentence?

"to submit to" means 'to accept' in this context so, in effect, this is asking him to sign papers accepting deportation.
However, submit also implies 'submissive acceptance from authority', so it is also describing, or implying, the power relationship between the immigration officers and the deportee.
