Parecer = To seem
p.e: ''Pareces triste/feliz'' = ''You seem to be sad/happy''----It is used to express states of mind.
Another example: ''Te pareces a tu madre'' = ''You look like your mother''----Also it's used to express similarity

Parecer is used in two ways.
In the firstone Parecer is a verb. Parecer = look like, resemble
For example:
"Te pareces a mi hermano. " You look like my brother.
In the second one the meaning of Parecer is "opinion, judgment ".
For example:
"Que te parece la fiesta?". What do you think about the party? or What is your opinion about the party?

Parece que va a nevar
4 Causar una impresión determinada:
Pareces cansado

6 "Al parecer" o "según parece", "Según cierta información", señal o indicio:
No ha venido porque, al parecer, está enfermo.
