How do you know how to write an English name in characters? Is there a system where you can write a character based off an English sound?

Generally we translate an English name into Chinese by selecting the corresponding Chinese characters phonetically to make the Chinese name sound as similar to the original English one as possible. That's it. Melody's answer above is also the way we do it. Hope that answers your question.

In general,there will be many characters equivalent in English intonation . But many transliteration of name are widely used even as if each English name has a precise equivalent in Chinese . Such as Tom to 汤姆…(出现多了就自然而然地形成了,是习惯性的最普遍的翻译)

first names were transliterated by sound, later the most common names were arranged into dictionaries, so nowadays people use dictionaries to translate western names into the Chinese language

To make it easier, you can use a translation software such as youdao dict. Input the English name, and it will give you its Chinese Characters.
