In this quote, are "Die Heilsarmee" in German and "the Salvation Army" in USA the same thing?

Is this a quote from "Stromberg"? It means that you won't be good at your job while being a nice person. Sometime you have to act like you were at war, you have to fight - for a promotion or whatever.
