"Panics" does explain what is happening (the animals are in a panic) but the following would sound more natural: "He often flushes game into a trap when he is hunting" -or- "He often scares game into a trap when he is hunting". You could say "animals" rather than "game" but "game" implies that the animals are the kind of animals that are hunted for sport.
