To buy something outright means to buy without restrictions. It is a financial term. Here is a webpage that explain what it means: http://www.wisegeek.com/what-is-buying-outright.htm In general terms, if you buy something outright, you buy it in one single transaction, usually for cash. You are then the owner of these goods or this property. If you aren't able to buy the wines outright this means that you don't have enough money to pay for them all at once. You maybe pay a deposit on them, and come to some arrangement with the suppliers about how to pay the balance at a later point.

It means "directly". For example: We cannot buy their wine outright. We must go to their website and order it from their warehouse. In another context, it can mean "blatant or evident". For example: That is an outright lie! (In this sentence they are saying the lie is very evident or blatant.)
