To "make up ones mind" is to decide on something. Example: "I've made up my mind- I'm going to Paris next week"

to make up one's mind = to make a decision
if your friend is indecisive, you can say, "Come on, Albert, make up your mind, do you want coffee, tea or me?"
another example, I have made up my mind to go on a diet.
