I read sentences like:
避難時に注意すること、
詳細に注意すること、
Which meaning is pay attention, and before the word 「注意する」, 「に」 is used.

But let's say that now we have a person who makes mistake, and the boss want to warn him.
Should it be:
1. 部下を注意する
or
2. 部下に注意する

Both works.
But slightly 2nd one is sounds natural for me.
Bcz "を" emphasis Subject, but "に" emphasis verb in this case.

どっちでも大丈夫！
ほんの少し2番の方がナチュラル
「を」は主語を凄く強調している様に聞こえるけど、「に」は動詞を強調しているように聞こえる
