what is the difference between "i cant believe this " and " i don't believe this" ?

Don't is more of a command , while can't shows it is impossible

I sometimes use either expression in a case where I'm presented with some kind of fact or evidence which causes me to be surprised or shocked. Of course it doesn't actually mean I "can't" or "don't" To me there isn't much of a difference between the two phrases.
