What is 'a main stream English only class'?
If you need a little bit more context, that is a student had a bad interview and got this comment after that.

It's polite... Basically, it means a normal class in an English speaking country. They're saying that your friend needs, to put it bluntly, "remedial" English as a second language before taking a regular course.
