What is the difference between はなせます and はなします ?

はなせます means "can speak", it is used to show you are capable of speaking. It is in the potential form! You would use it in a sentence like "I can/am able to speak Japanese."
はなします is simply "speak", so there is no potential form involved. I hope this has helped you!
