A building would reffer to any building. A complex could reffer to either multiple buildings within a given area or an official or government, military building. A city block is a group of buildings within a city or neighborhood that is measured at about 100,000 square feet. They differ in size depending on the city. Sometimes running around your neighborhood could be also called running around the block.
