"Post" in this context roughly translates as "after".
This term is used in other words also such the names of some musical genres. For example, post-punk, post-hardcore, post-disco. Those are styles of music. When post is used in words this way, it basically just means "after".

"Dev't" refers to "development" and
"Post-2015" refers to anything after December 31, 2014, really. If it is dated anytime in 2015 it is "post-".

dev't seems to be shorthand for development, much like Nat'l is short for national.
post-2015 means a time period after the year 2015.
post is a prefix which means after. pre is a prefix which means before.
