The following has been reported as an acceptable solution for the problem that you are facing.
You need to go to the Microsoft site and download and install Microsoft .Net Framework 4
Go to Microsoft .Net Framework 4 download page:
https://www.microsoft.com/en-us/download/details.aspx?id=17851
Select language of your Windows XP.
Click Download
Give it a try and let us know how it goes.

It is a problem with Skype version 7.5 on Windows XP. They give some (slightly complicated) methods for fixing it. If you file a bug report, and wait a bit, they will probably fix it pretty soon.
