What do people mean when they say " -someone- was spotted " or "-someone- have been spotted " ?

In that case I suppose that would mean if someone sees another person!

It's more used when you see a person out of the ordinary. For example, if you see a celebrity buying groceries you can say that "brad pitt was spotted buying bread and vegetables". Or if you see someone in the middle of the a big crowd.
You don't say "I spotted John" if you run into him on the streets.
