That passage is tough to understand for a native English speaker. It was a probably translated phrase by phrase. The 1st couple sentences probably is trying to say:
The statistical model was built using existing baseline data. The model incorporates the main factors that are projected to cause future water deficit...
The model was built with basin-level data as available, incorporating the main drivers of projected future water deficits and was used to create scenarios for future water demand to understand how different patterns of economic development would impact water resource availability.
