is "the important is ....." correct? I mean can we use "important" as a noun?

No. A noun has to go after the word important, even if it is a generic word like 'thing' The important thing is...............

Important is an adjective and cannot be used as a subject in a sentence.
(Denominal) Adjectives can go directly before nouns:
The important meeting
(Typical) Adjectives can come after the noun using is/are/were/was:
The meeting is important
