언제라도 VS 언제든지
both mean "anytime" so what is the difference ?
are these sentences the same ?

This is difficult. Both have the same meaning yet are also different. This expression 언제라도 is really rare. Most of the time, 언제라도 has a bit of a poetic sense--it's usually involved in song lyrics rather than in every-day speech.
If you wish to say come anytime,
언제든지 오세요 I guess would be correct.
However, it's usually better to avoid imperatives when you're being polite so...
How I would say it:
언제든지 오셔도 됩니다.
