Yes, they have the same meaning but you can't say. "Yo vivo en el segundo suelo". You have to say. "Yo vivo en el segundo piso".

Depending on where you live. If you live in Argentina, "suelo" and "piso" have the same meaning. If you live in Spain, "suelo" means ground, the floor; and "piso" means flat, apartament.

Yes, you can use both for say the floor, but Suelo its like the bottom, and piso its like when you talk about buildings, sorry by my grammar ;)
