It means is there nothing else that needs to be done.
Just plug it in and flip the switch, that's all there is to it.

'Is that all there is to it?' means 'Is it really that simple?'.
And don't forget to begin all your sentences with a capital letter. What is the meaning of "Is that all there is to it?"
