что это? - it is the question to inanimate objects
что это?- это стол ( what is it?- it is table)
кто это?- это мой брат (Who is it?- It's my brother)

Кто это? = Who is this?
Что это? = What is this?

кто это - people or animal - correct
что это - everything but people and animal
So we use "кто это?" to alive objects / we use "что это?" to inanimate objects

Use "Кто" (Who) when you speak of somebody who has soul.
Use "Что" (What) when you speak of something which doesn't have soul.
In English language animals are things; in Russian language animals are not things, we use "Кто" to speak of them.
You have to use "Что" when you speak of plants and viruses.
