If someone says "I'm loosing power" does that mean that he is loosing patience ?

He has power and he is loosing them.. Kind of..

It can mean losing electrical power if you are controlling a machine, or;
It can mean you are losing your influence over other people, for example, a politician can lose power over the public's decisions if he makes a mistake, or a boss can lose power over his workers if he is not being honest with them.

or figuratively meaning patience

It usually applies when someone is driving a car, or controlling some sort of machine, which is breaking down in some way - the amount of power available to them is reducing.
