Can "handsome" describe both female and male?

Yes and no. It is traditional to describe women as "beautiful" and men as "handsome." It's a safe rule for beginners to follow. In the 1950s in the United States that could have been called "a rule," but it was never absolute. All gender stereotypes are softening. I see that ahdictionary.com actually uses "a woman with a handsome face" as one of its usage examples.
