Is it natural to say 'they're going to go fishing'?
Or I'd better say 'they're going fishing'?

Either one is fine, but I would say either depending on the situation. For me, if they haven't gone yet, I'd say, "They're going to go fishing." Meaning, in the near future, they're going fishing. If they are on their way, I'd say, "They're going fishing." Meaning, right now at this moment, they're going fishing.
