'ratchet' is a slang English word used mainly among teenagers to mean 'undesirable' or 'low-class.' Is something is described as 'ratchet' it is typically not a positive comment.

As Cathy said it's a slang word for an "undesirable woman" - However it's not used outside the USA. It is not a polite term, and is very offensive.
