it depends, if somebody ask you "where are my keys?" then yuo'll say "no lo se" or "ni idea (no idea)"
but if you are stating "i dont know ... what to do" then "no se... que hacer" you'll allways (almost) give the "yo" for granted since the verb is always conjugated
