what does "뭐라고" mean?

Lilian is correct, but there is more to be added.
~라고 is simply used for quoting, along with some other similar attachments (~다고).
So it depends on context, but basically "what did you say" or "what is it called"? You don't have to be angry^^

뭐라고? is used when you are kind of angry at what the speaker said.
It's "what did you say???"
