it mean pervert or lecherous.
usually it used to refer to an old man looking young women. it is not a literal translation, this is rather a colloquial.
"Él es un viejo rabo verde". But in formal conversation is not said.

Rabo verde no existe. Yo soy española y jamás he oído esa expresión. Puede que se emplee en paises de América latina, pero en España si la utilizas nadié la entenderá. Un saludo.
