What does “wearing bangs” mean?
The contact sheet showed Baker scowling at the camera, wearing bangs that made him look like a nasty juvenile delinquent.

It is a hair style. It means loose hair is hanging down in front of the forehead. Can you use Google Images? A Google Images search on the word "bangs" will explain it better than I can. When it is done intentionally, usually by women, it can look attractive. Here, it seems to be suggesting that this man just hadn't had a haircut and that it looked sloppy.
