Arts refers to the disciplines of painting, sculpting, or others. These are the action or the way in which you create something. This can be plural or singular (art).
Art refers to the products of such action. This means statues, paintings, and anything else you can see, smell, hear, etc. It is a group noun so there's no plural form.
A painting is art. Painting is one of the arts.
