Fine cooking and good cooking are exactly the same for 99% of people. You will always get different opinions of degree of quality of something in every category. I presumed you wanted to understand the everyday English, not the very specialized one percent of the people. For your question, Good cooking and fine cooking mean exactly the same.

Grandmother's hearty homely fare may be good and delicious, but is not fine cooking. What Julia Child taught and advocated was fine cooking. The library of fine cooking enthusiasts would have classic reference books such as those by Paul Bocuse as well as those by more recent chefs. Fine cooking is characterised by its delicacy and sophistication. Other terms that may interest you are "fine dining" and "foodies". Look them up on the internet.
