「〜ている」is present tense, so it's like "eating" or "drinking." 「〜ていました」and 「〜しました」have similar meanings, but they are different. 「食べました」means "I ate", but「食べていました」means "I was eating."
Your example, 「前は、私は自転車を持っていました」could mean "In the past, I used to hold/have my bicycle," or "I used to have/possess a bicycle."
