个人认为此处的“拟”是【打算】的意思，而”首次“则是【第一次】的意思。
【**拟首次**】常用于较正式的场合或者文件中。

首次就是第一次，也属于比较书面化的语言，一般在日常口语对话中都不说这两个词，可替换为计划（打算）第一次
