It doesn't mean anything.
You sometimes hear this nonsense word in combination with 'bubble' - 'hubble bubble' - simply because it makes a nice-sounding rhyme, like 'helter skelter'.
It's also a surname. The most famous person with this name was the astronomer Edwin Hubble, after whom the space telescope was named.
