There is no difference. They are 2 different ways of describing the same thing. You would only choose one or the other on personal preference.
The only difference is the way you described it. "With hindsight" sounds like you need hindsight then you can achieve what you want. "In retrospect" sounds like a place you go in your mind to achieve the desired result.
