Is apocope mandatory for verb infinitive?
"poter" is apocopic form of "potere" in the following sentence.
Così ho trascorso la mia vita solo, senza nessuno cui poter parlare, fino a sei anni fa quando ebbi un incidente col mio aeroplano, nel deserto del Sahara.
Is it not correct if I use "potere" instead of "poter" as like this?

È corretta la frase con "poter" in questo caso.

Actually the form " potere " it's correct, the 'apocope' was here only used for a phonetic issue.

As long as I know, the 'apocope' (or 'troncamento') of the infinitive is mandatory only when the verb is followed by enclitics ("dartelo", "suggerirmelo", "portartici"). In all other cases it is optional.
