If I was asking for water at a reataurant would I say
물은 주세요
Or simply
물 주세요
Or is there a different particle that is used?

you can say simply just
물 주세요
It;s OK but it means that "Give me some water, please."
물 좀 주실래요? Can I have some water please?/ Could you give me some water, please?
This is more common and polite way. :)
