Snow can be ploughed (pronounced PLOWED) by a snow plougher...a vehicle with a shovel-like part in front.
People who clean snow off driveways, sidewalks, etc...could be called snow shovelers, because of the shovel they use with their hands and arms.
I've never heard of an official name-title for them. It's just an act we here in Canada get used to doing several times most winters!
