What's the meaning of " hollowed out"?

We have to make America whole; we have to fill in what’s been hollowed out....something that empty before

If something is hollow, it means it has nothing inside of it. It is hard to determine what is meant without seeing the rest of the text. It could mean he showed no emotion for example.
