It means to ask questions of somebody or to ask for information, though it is usually a more harsh way to say this.

More context (surrounding sentences) is needed. Generally, though, "interrogate" has two general meanings:
1. to ask questions to obtain information
2. to initiate contact to trigger a response (to do an action to see what the reaction is)
