Son sinónimos, significan lo mismo. "Yo festejo/celebro mi cumpleaños" "¡Gané la lotería, vamos a festejar/celebrar!

Como dijo Sebastián significan lo mismo pero:
Festejar normalmente se utiliza en sud america.
En España utilizamos celebrar.
