The answer is NO. Alomost all country has accent and characteristic. I will show some examples. In Canada, their English is combined with American and British. In Philippine, f is pronounced p. so Philippine is ピリピン. In Singapore, they use omitted English. This language is called Singlish which is pioneer of New English. At present, the population of native speaker of English is about 3.7 hundred million, and the other user is about a billion. Therefore, if the number of non native speaker increases, it is highly possible to be born New English.
