Downton Abbey episode 1,the Dowager Countess said to Cora:"But I never cared for James.He was too like his mother and a nastier woman ever drew breath."What does "draw breath" mean here?

To 'draw breath' means to breathe, or, in other words, to be alive.
Note that there is a mistake in your quote - it should be 'a nastier woman never drew breath.' This means that the Dowager thought that she was the nastiest woman who had ever lived.

I would suggest that the quote is.... and a nastier woman never drew breath.
draw breath = inhale.
