It means "to make mandatory" In line with this trend, our government revised relevant laws, in April of last year, and MADE the installation of surveillance cameras in the parking lots of buildings of a certain size or purpose, such as apartment and schools, MANDATORY. In other words, according to the law, owners of these parking lots MUST install cameras. 'mandatorize' does not appear to be a commonly used word, and is absent in some dictionaries, bu all native speakers would understand it. I personally like #3 the best, but they are all fine. By the way, the word you need in this case is 'installation' not 'installment'

Bill, I think Jenny is the original writer. Whether or not she is, I think people should be more careful with these types of comments, even if they are made in good humor! Just something to think about. :)
