Can you correct the below question ?
Hope you can teach me to the level at which I can understand what others say and make them understand what I want to say ?

It's a statement rather than a question, but it's definitely clear. If I had to find a very small issue with your text, I would recommend starting it with "I" because it's a full, complex sentence, rather than something like "Hope you're well."

To be honest, what you said is still comprehendible! So, you would be fine to say that. Though, if you want a 'neater' version. I would correct is as this:
I hope that you can teach me to the level wherein I will be able to understand what other people are saying, as well as being able to make myself understood when speaking to them. *
Though, optionally, you could change your sentence entirely to something like 'Could you teach me to be able to converse with people effectively (in whichever language).'
